If you're having trouble submitting a case, you can try using your browser in Incognito mode and while logged out, then fill in the details and see if you get the chat option. The chat would be the best option to get this sorted as quickly as possible. If you're not getting the option to start a chat, please try using "EA account" as the product and "I want to update my EA account information" as the subject, which usually gives the option to chat.
