But there is an option to block people. It's right next to the mute option. The block option was added recently, and it was added for good reason - to stop toxic players, cheaters, swearers, text/voice chat abusers, etc, etc, etc. and no one seems to be complaining about it.
You can block anyone for any reason on consoles and PC, because gaming companies have understood for a long time now, that giving players the option to block people you don't like for any reason is good for the players, and good for profit margins (if it wasn't it probably wouldn't be there).
As for the reason you gave for not giving players the option to block other people - then yes, you could possibly "game the system" by blocking players better than one self, but if you go by experiences with PC and console makers and games made for those platforms, that is not really an issue and no one ever (that I've seen or heard) has called for the blocking option to be removed from those platforms (or from any game or platform for that matter) because it'snot really a problem.
What is a far bigger problem are the toxic communities which proliferate in some games, and the inability to block these people have turned off a lot of players, and killed many game as a result.
Sadly, the fact that you (or the company) doesn't seem to fully appreciate just how bad this problem is, and gives me the impression that you might not fully understand what people really want (and what they really don't want) in a gaming experience .
So, I know you were responding specifically to the cheating problem, and I expanded it to include other types of people you might want to block, but I wanted to clarify why being able to block people is a fundamental need in games these days (other than professional competitions, etc).
I can only speak for myself, but what worries me the most is the possibility that management doesn't think of this as a problem, because then it will never be fixed..
