Friend pass connection issue

I got the full game and my friend download the friend pass and it doesn’t let us play... the only reason I bought this game.

    @Rolo-ely It says: The target game intent type is not allowed. Please make sure that you have placed the param.Json properly and also make sure it’s content. (NP-44125-6)

    I Found a solution it says: Can you and your friend both boot your consoles in Safe Mode and then choose Option 5, Rebuild Database 

    I tried it and it doesn't Work 😥
