I have fully completed the story and beaten the shatterfanes in the Pale Forest and the Shrineforge areas, but the shatterfane in the Oreman area is inaccessable even at the epilogue.
I started a new game plus playthrough in the hopes that I wouldn't be locked out of the shatterfane next time around.

Thanks for the update. From what you’ve described, this does sound like the Oremen/Dominator Shatterfane is staying locked even though your story progress should normally allow access.
I don’t have a confirmed fix for this specific locked-state issue. Since you’ve already started New Game+, the best thing to try is progressing until the Shatterfane would normally become available again and checking whether it unlocks correctly on that playthrough.
In the meantime, please also try a full game restart, fast travelling away from Oremen and back, and checking that your save/cloud sync has completed. If the Shatterfane remains locked again in New Game+, please share your Xbox model, game version, and a short clip or screenshot of the map marker and locked entrance so we can keep the report documented.
I'm playing on the Xbox One S. While I was still in the previous save I did try leaving the region and fully restarting the game, but it didn't seem to fix the issue. I'll reply again once I've reached Glaivegate and unlocked them again.

Since you’re already continuing in New Game+, please let us know what happens once you reach Glaivegate, and the Shatterfanes should unlock again. If the Oremen/Dominator Shatterfane unlocks correctly there, that may help other players who run into the same locked-state issue. If it remains locked there as well, a screenshot or short clip of the map marker and locked entrance would still be useful for comparison.
