It’s on list as issues being investigated. So hopefully a fix will be here soon
This is NOT just a night issue. The HALO model appears to be bugged, period. Check this screenshot from a benchmark at Canada (day).
It clearly is not smooth along the edges. (This is the PC version.)
When I go to the track at night pixels appear

See here: The Halo model itself seems to be screwed up. (Look at the underside along the edges.)

Still present on PC as well!!
I have the same issue around everything that moves. hands, halo, cars in front.
Still not fixed after patch today, its still under investigation. Maybe it will be too difficult to fix.
