@sock10k Try this:
* As soon you are in a race, press START (for pause) and return to the race.
* If it's not works, when you are in a race, unplug & plug again the USB of the wheel (without quitting the game).
After this the Force Feedback should be return.

Unplug / re-plug made no difference.
Again, to clarify: FFB is present, just stupid weak.
EDIT: Grand Prix and Time Trial.

Update to update:
T248 firmware was up to date, drivers were not. Brought drivers up to date.
Unplug/replug during pause has about a 1/5th chance of restoring FFB, but only for the duration of the session. I.e., get it back in Free Practice, have to unplug replug four times in qualifying.
