Games on an annual cycle tend to be most populated in the first months after launch, also many people choose to join private leagues for their online racing so they don't have to deal with the overly aggressive drivers you mention.

I believe the limited track rotation was implemented to try and help people find each other, as allowing people to choose any track is just going to make it harder to find a group to play with.
