Controller [FFB/Rumble] Cannot be Disabled

Summarize your bug XBOX Controller custom Presets (Potentially all controllers?) Presets do not properly work. No matter what I do, I cannot disable FFB/rumble overall, or for any of the custom preset options (on track, rumble, off track, overall)`

How often does the bug occur? Every time (100%)
Did you have cross-play enabled? No
Steps: How can we find the bug ourselves? controller presets, change the options from on to off, and you will see you're unable to disable force feedback on controllers. lower the off track/rumble strip feedback to 0 and it will remain present.
What happens when the bug occurs? Everywhere in the game
What do you expect to see? FFB being able to be turned off for controller players, or lowered for specific track events. This doesnt appear to work whatsoever. I've rebooted, relaunched the game etc, I am unable to correct this.
To kind of preface this bug report, I have sensitive hands to do a medical condition which gives me pain in my joints over time. the vibrating causes additional joint pain when I have this pain and thats pretty much the only way I can play the game without experiencing pain over the course of a race distance..
