I had this once, just killed the .exe and it didn't return.
However, I had updated mainboard drivers and there was some system latency introduced so I reverted.
Interesting. I found a new workaround where launching the game in offline mode in steam and then going back online from inside the game allows me to connect properly

So disabling steam cloud worked for a bit, but then that stopped working. I turned steam cloud back on and I haven't had an issue recently. It seems like the game is just inconsistent in its ability to read steam cloud saves? There's another option of sharing your steam library with a second account and playing the game that way.
