Safety Car Bug - Cannot triggered by AI

Summarize your bug There is a bug, where the safety car never comes out, when the AI create incidents and standing on track after their retirements, the game seems to split AI and player and AI never give player space for the lap in Qualifying and in the race the game never deploy an SC if the AI cause something, but if the player was involved, there is a safety car and it appears at all 3 SC modes. And it's in every gamemode.

How often does the bug occur? Every time (100%)
Steps: How can we find the bug ourselves? Play career and don't be involved with that an AI goes DNF, because if you cause it, the SC comes out.
What happens when the bug occurs? The Safety Car doesn't comes out, even a AI car stands middle on track.
What do you expect to see? I would expect to see a solution, where the AI can also trigger a SC like the players.
