Since said person doesn't necessarily follow the racing line why would we need some way of being able to tell who is using it?

You'd need to ask them. I'll add that I think it's also often missed that probably the key benefit of the racing line is not specifically the line but rather the braking indication it gives.
Here's the video I mentioned for context (which looks legitimate to me, and note that I'm pretty sure it would breach forum rules to specifically call out an individual as cheating):

The Esport guys are at the top of the food chain and THEY say anyone faster than they are are cheating and the Esport guys DONT use racing line.

Connor's time would only place him 60th on the Xbox 8 tenths slower than Elite's WR.

I wouldn't expect the times to be as fast as the PC eSports drivers although I am surprised how big the difference is to XBOX. Are the XBOX top times also set with the equal performance car?
If you watch NSX_Conor's video you'll see they don't follow the path of the racing line but presumably must feel there is benefit from either the braking indicator or in some other way. If there wasn't it would be weird to have it on as the game looks so much better without! Don't get me wrong, NSX_Conor is clearly a very fast driver, and there's no way I'd suddenly be able to match their time if I switched the racing line on! In the context of the suggestion that started this thread, it is notable though to see that what from the leaderboard appears to be a no-assist time was actually made using an assist, and so an indication of this doesn't seem crazy to me.
