I've notice on my Moza R9 that once ffb kicks in (doesnt matter how low or high in settings ffb is set) it almost cut in half my fps. No problem at all when I use gamepad.
I've noticed it when fps droped from around 280-300 to 160-170 once i used wheel.

All Sort of Wheels had these issue when the pedals (for some reason!) where connected directly to the PC instead of the wheelbase. Do not ask me why that is or was the case but i had the exact same issue (Fanatec CSW though) and it was completely gone after i plugged the pedals in the wheelbase. Other people also have/had this issue.

its not a problem with pedals. because with just wheel base connected to pc and nothing else, its same issue as when i plug in everything and pedals to pc via usb (no other way as those are not moza pedals)
its general problem with ffb from dd wheel.
