It is visible but does not add up. I bought the game and I didn't get the 10% off you talk about. Why?

I do not see the "Join The Club" menu item in my FIFA 23 main menu as of today -  Aug 14th 2023.

I played Fifa 23 for a full year, but my account was hacked months ago. I created a new account and want to purchase the EAFC 24 from this new account. However, I do not see the menu item yet. I only two two menu items about the futties promo in FUT. Any thoughts about how to bring it up?
