Are there two bans in place here? Do you have a ban on your account, and is there another one on your brother's account?
In the meantime, if you believe there was a mix-up with the ban and no rules were broken, you can appeal it using these steps:

If you've already appealed the ban many times and heard back, then it sounds like the ban was correctly applied and will remain in place. Terms of Service will only overturn a ban if there was no rule-breaking.

Ok, I'd recommend not allowing your brother to play on your account. It goes against the EA User Agreement (see Section #2, License):
"The EA Services are licensed to you, not sold. EA grants you a personal, limited, non-transferable (i.e., not for sharing), revocable and non-exclusive license to use the EA Services to which you have access for your non-commercial use, subject to your compliance with this Agreement."
If he's going to play EA games, he should be set up with his own personal EA account. If he's underage, some account protections will be in place to help keep him safe while playing our games, and the account will age up with him. I'll share some help guides below that can walk you through it:
