Pack weights are not statistically or in any sense of probability better in FC than older fifa titles. The way people are deceived into thinking they are better is that these days we have so many promotions with the highest rated players, that they have replaced the old gold cards in terms of getting them. 87, 88, or 89 rated gold cards are the equivalent of an old school 84 or 85 rated player in terms of probability. There is no point in making up deceitful statements to make people think it's better. Especially when the way the game is now means that in terms of gameplay the higher rated golds in this title play to the equivalent of the old 85 rated golds. If not slightly worse than the old cards.
