Delay and low fps

My game is constantly delaying and it's game is on 0.5 speed for a moment then it repeats, especially after corners etc. not only in diffferent cinematics it affects my gameplay as well how can I fix this issue? I even tried to redownload the most stable gpu driver version as well I have 4060 ti r5 5600x and 32gb 3600mhz ram is it really impossible to play in 2k with this PC? I have 240hz 1440p monitor and when I switch to 1080p delay isn't happening.
