Max 2 PS+ Limit on Evos

First we received a 3rd PS+ for max 89/90 cards, and because those PS+ had expiry dates, we were forced to use them. Now there is a max 2 PS+ limit, so why can’t we upgrade the stats on players that we gave a 3rd PS+ to? And they are 89 rated or 90 rated as well but can't fit evos because of max 2 PS+
