Our Club is at level 10, which might explain this in line with your explanation. That said, my friend is also in the same club and they have the pop-up. Is there a reason why that might be?

Punishing players for playing your game while rewarding players for not playing your game does not give me any incentive to continue playing your game. This is not an effective method of retaining players and paying customers. In fact, quite the opposite.
