I've done it 4 times now and every single time I've had the choice between 3 base icons is there even proof that you can get a promo out of them? I feel like it's broke or someone's playing a sick joke on me

EA is a sadistic company
They don't care what YOU get, as long as THEY get money from you.
This is clearly intentional, and EA just don't want to admit that UT is a casino with broken odds.
