I can tell you it has nothing to do with location or distance from servers. I'm in Belgium. I'm right in between servers in UK, Holland, Germany and France and I'm experiencing the same bs. I'm telling you it's the game itself. With some patches I have flawless connection. Then an update is released and nothing works anymore.
Well, no matter what it is. Its completely unplayable on my end now. I have all the problems OP is talking about. So now i cant be bothered to play. Im just going to rubberband the objectives i can while i hope they bring out a patch before i completely stop and move on
