Give players and clubs reputation based on how highly rated they are for example Man City 5 stars they can sign any player due to having a high reputation whereas Bournemouth maybe 3 or 3.5 stars ...

Wonderful suggestion that will surely make the transfers more realistic and a similar thing can be done with managers as well if there is a way as there is a new manager market being introduced you can get a better coach who suites the system or get someone for a whole new system based on your clubs reputation making it realistic as well.
