Max 91 Base Icon SBC bugged?

I did the SBC twice and got 2 duplicates, never seen that before. First try I got a dupe Van Persie, now second time of asking, I got Xavi whom I've already had as well. Am I extremely unlucky or is this SBC actually bugged? Literally spent all my fodder on this sbc twice because I won't be able to do any on the Black Friday promo
