I like the VAR idea. We just have the simple replay system which can be improved to a better immersive VAR system.
Having the Referee make some wrong decisions in a big match would be a nice unexpected events feature that can happen in-game. Being able to react and getting suspended (forcing you to auto sim matches) for a negative reaction is definitely new territory for EA. I don't think they'll go that far soon. Maybe in 5 years time.
Stadium customization doesn't even need to be big. Top Eleven Mobile has a simple stadium customization UI.
On the topic of stadium customization. It could be a good Career Mode story starting with a big club in financial trouble like United or Barca, add a bad stadium to that scenario.
Having a total budget like in previous FIFA's. Not just the transfer and wage budget balance but total budget and transfer budget allocation that way you can spend funds to improve stadium, training grounds, and other things like commercial opportunities (club store, match day entertainment services, etc.).
You should also be able to lose money on random events. I.e. having fans protest on an important match after a run of terrible results losing that match day revenue entirely.
The revenue tab on Finances is only there for decoration. No financial impact beyond player transfers and contract negotiations. Could definitely be improved.
These are definitely ideas EA can use to make Career Mode a better experience. Even if EA decides to monetize it, players will pay for it as a sign of good faith.
My worry with EA isn't whether they can do it or will do it, it's how quickly they'll abandon it since it won't produce Ultimate Team revenue numbers. Clubs store is a good example.
