i have the same problem - CPU usage over 100%, game and audio stuttering. I have it since late FC 24, then in FC 25 i had the same problem but it always eventually somehow fixed itself, but this year it got even worse. The game is literally unplayable. My specs are very similiar to yours. I tried many solutions I found on the internet and not a single one of them is working for me. I'm tired. How the hell is that possible in the big year 2025. How can you be so bad at your job you can't optimize the game for PCs that clearly meet the requirements. It's the first thing you should've done. You write the requirements, people with PCs that meet the requirements buy the game and the game is not working as it should. Is this even legal? This has to be some kind of a fraud right? And of course it wasn't enought for them, they have to be against cloud gaming in FC games for some reason, so that PC players can't play the game normally. Nothing here is logical. I guess releasing more 100k packs will fix the problems. I'm tired. Joke of a game, joke of a company.
