Community ManagerEDIT - Sorry, I am just seeing this is really similar to what I posted earlier. From your Dxdiag, these steps still seem to be required.
Some troubleshooting steps:
1. Open Command Prompt as Administrator and run:
DISM /Online /Cleanup-Image /RestoreHealth
Wait for completion.
2. Then run:
sfc /scannow
If it says it repaired files:
- reboot
- run sfc /scannow AGAIN until it says no integrity violations.
3. Run: chkdsk C: /f /r
It will ask to schedule on reboot.
Type: Y

I am experiencing the exact same issue as OP. This won't solve it - this is a server side issue. To double check, I have ran your tests. No integrity violations were found and the gameplay remains exactly the same.
You must know that everyone complains about this. It's not a problem isolated to a few users.
When I run a trace route to EA servers, I find that I am being routed through the US. I live in the UK and have no VPN active. I have no issues with any other game that I play. It is just FC26.
