I am experiencing the exact same issue as OP. This won't solve it - this is a server side issue. To double check, I have ran your tests. No integrity violations were found and the gameplay remains exactly the same.
You must know that everyone complains about this. It's not a problem isolated to a few users.
When I run a trace route to EA servers, I find that I am being routed through the US. I live in the UK and have no VPN active. I have no issues with any other game that I play. It is just FC26.

When I disable GPU hardware acceleration, my GPU usage drops to only 1%, and the GPU engine switches to GPU‑Copy. When I enable GPU hardware acceleration, it changes to GPU‑3D.
This stuttering, input lag, slow/unresponsive player turning, and inconsistent performance happen regardless of which option I choose.
Should I enable GPU hardware acceleration? How can I troubleshoot this issue?
