hi. this is something called DDA (Difficulty Dynamic Adjustment), it's basically when you face a lower ovr team, your players get nerfed to give the opponent a chance without losing 10-0. it's practically like a balance, but more times than so it balances more to the opponent's side, even if they have higher ovr. that's what people call "scripting"
it's not a game bug, more so a script to make sure opponent gets a fair chance.
