FC25 save data transfer fail Switch 1 to Switch 2

I manually transferred save data from Switch 1 to Switch 2 last night. Other games worked perfectly, but my son is unable to load his Player Career on FC25 -- it says there are no Player Career save files. It also says there are no Player Career save files on our Switch 1. I have tried:

Going to "load profile" in FC25 and loading the profile.
Checking for corrupted data
Using what EA support called the "Second Profile" recovery method, where you start a new save file using a different Nintendo account (I had to create a new Nintendo account from scratch to do this and it got me nowhere)
Deleting the game (without deleting local saves) and re-downloading it

None of the above has worked. Based on the size of the save files it seems like the data may be on the Switch 2 but the game just can't find it. Has anyone else run into this issue?
