Lawrence Taylor..Hands Down Changed THE Game!!
I'm going to go with the Madden 2004 Michael Vick cover. Vick, without a doubt, changed the way people played Madden.

Which NFL game cover athlete do I think is the GOAT?
I will have to nominate Adrian Peterson from the cover of Madden 25. Huge fan of the run game in Madden as part of my gameplay style and huge fan of Adrian Peterson's run style in his career. The NFL is now evolving into a faster paced game with screens and quick tosses where it feels like Derrick Henry could be one of the last true raw ground and pound running backs left.
Madden 25 was the year I was most dedicated to MUT where I frequently popped into the top 25 for Xbox's ranked leaderboard. Coincidentally I also used a Legendary NFL running back's help to get me there, Walter Payton. Except it was his ghost item which put him at QB. If anyone played that year they knew how ridiculously good that item was for MUT teams built around quick slants. If the slant play wasn't there, you booked it to the outside with his speed and he was still strong enough to truck some players as a QB! Not a lot of opponents made it to the 4th quarter, hehe.
There's something about ripping off a huge run to the house in Madden that just feels so much better than a passing TD. Especially when you truck someone or pull off a nice juke to make it happen.
