Game runs in slow motion after the ball is hiked

Hello, my rig consists of a RTX 3060TI GPU and intel i7-11700k, along with 32 gb of ram. Everything everyone has said did not work for me. Heres a list of what I have tried so far: 

under nvidia:  Max frame rate: 60 FPS (60 hrtz monitor), Low latency mode: ON, Power management mode: Maximum performance, Texture filtering - Quality: High performance, V-SYNC: Off, Pre-rendered frames: 1

Ive also tried DISM.exe commands and /scannow in command prompt. In game settings are on the lowest possible, along with max frames of 60 FPS, 1920x1080 resolution (also have tried 4k to put more pressure on GPU instead of CPU), and yet again, V-SYNC and HDR off. Ive also tried launching the game from steam to see if it was my EA app itself, even though I mainly launch it from EA app.

Nothing works. Madden spikes my cpu to 90-100 while in game, while only 40% in menu. I know my CPU isnt the best, but every website says it should work well. When I close everything on my computer execpt madden, yes, offline games work better than before. However, the issue in online games then becomes crazy input delay. It ranges anywhere from 5 to 10 seconds after I click it, and it actually does something. It drives me crazy. 

Is something wrong with my computer? What else should I try to fix the "slow motion" ive been experiencing in games? Does the input delay stem from my computer or is it an EA issue?

Please, someone, walk me through this. I'm lost.
