@jlx785201 Could be that your play just got glitched. I did the mission myself and it works just fine. You should be able to re-load from an earlier save and try it again.

I forget which of the two pirate bases it was, but I somehow I missed looting one spot. The item was a laptop, terminal, something, that had info about the gang and its activities and/or locations. Without having received that info the mission wouldn't progress even after killing the *other* captain.

@jlx785201 Could be that your play just got glitched. I did the mission myself and it works just fine. You should be able to re-load from an earlier save and try it again.

@jlx785201 Leaving the base and re-entering might reset any glitched NPC. This did always work in the OT in similiar situations. Just like @Psychotps, I did this mission and it worked fine.

tried to leave Base/solar system/return after mission, nothing helped.

@jlx785201Have you tried going to Gemini Sigma/Han/Mavigon to attack the second base and see what happens? Maybe the quest update is broken, but not the quest itself?
Edit: Just started the quest from an earlier safe on Klensal, and did get the appropriate message and the jornal update, so there isn't something wrong fundamentally with the quest.
No idea what might be wrong on your game, sorry.

Not only am I having the same issue (first mission doesn't show complete, even though there isn't anyone left to kill), but now I can't even talk to Helena Blake. It shows I can talk to her, but nothing happens when I click space bar to interact with her. It's totally corrupted on my end.

Uninstalled from Steam, then re-installed from Steam (even made sure to delete "C:\Program Files (x86)\Steam\steamapps\common\Mass Effect Legendary Edition" folder). Steam kept the save game files. Now it's worse. Now, I can't even enter the building that Helena Blake is in. Even went back to a prior game save. At this point, I'm just going to live with the fact I can't finish this quest. I'm not starting from the very beginning, since I don't know how far back I need to go to fix this quest. (not willing to load each saved game point, just to see if that spot is a good version).

@Alex7STV I left the game and re-entered. I'm now able to enter the building Helena is in. Regardless if I choose "Walk away." or "Disband the group." (both options are available to me), it results in a gun fire and her death, rather than her agreeing to disband. Not sure if that's a bug or not (since some web sites suggest one can convince), but at this point, I'm glad I can at least move on.

Try to repair the game.

(Origin > Game Library > right click MELE > Repair)
(Steam > Game Library > right click at MELE > Properties > Local Files > Verify integrity of game files.)

I finished the missions 2 times once on insanity and 1 time on casual, and i did not heave any problem, but i remember both times killing him myself

My apologies, but I did forget to mention that trying to use the repair option was the first thing I tried, which is when I then tried to uninstall/re-install the game to see if that would fix it.
