I made the choice to blow up the Exaltation temple and Jaal will not talk to me. I thought if I did his loyalty mission he might soften up but it's on 'hold.'
Is this something that can be fixed or that was a deal breaker moment for Jaal?
A mission "on hold" can take a while. I still have bromance with that guy.

the mission is on hold because you need to go deeper into the game before you can play it. you can't make any of the romance options completely hate you unless you're a real *, just because they disagree with a single choice doesn't mean you can never get their respect.

its on hold because you have to wait until later in the game. he wont hate you for your choice. sure he might be mad but he gets over it. just wait he will come around.
I don't know exactly, because I always saved the Angara.
But important is what you have done to Akksul in the Loyalty mission.
The romance itself triggers after the "Hunt for the Archon" priority mission.
