Move the "MassEffect_BDtS_EFIGS.exe" to the ME1 game folder and run it. (You must have starter ME1 at least one time before.)

You don't need to add it to Origin any more.
EA have finally provided a way for non-Origin Mass Effect owners to get the DLC for free - both Bring Down The Sky and Pinnacle Station.

I should add though, that in order for the DLC to be able to locate your Steam Mass Effect installation and install you'll need to have run the game at least once after installation (so if you've just installed the game and not run the game once, do so first).
This is just so that Steam does it's "first run installation" stuff which includes adding the registry keys for the game which the DLC installers use to locate the game installation.
