Error code 196613:200 Downloading DLCs

Hi, yesterday i paid $20.00 to buy some more points to purchase the DLC Genisis 2 and the Citadel, there were error codes given 196613:200 I have checked my firewall and the programs are not blocked, i have reset my router, i have uninstalled the game (which has made it worse as all DLC's are failing) What can i do?
