How can i tweak the amount of talent points gained per level up?

Okay so i would like to increase the the amount of talent points gained per each level up in Mass Effect, just like you can when tweaking Mass Effect 3 with the wenchy Coalesced Utility. And I know Mass Effect doesnt need a Coalesced Editor and that it only requires Notepad to do the tweaks. Now I dont want to activate the ingmae console and add points, i just want help finding the location to where in the settings of Mass Effect i can tweak the amount of talent points gained per level up. Like if it is in Biogame.init, or Bioinput.init, Sfxgame.init or etc.
