So from what I can tell, Mass Effect 3 isn't optimised for 16:9 screen size. I had the exact same problem with text being half off screen but changed my tv resolution from 16:9 to fit screen and I can now see the full text.
Don't know if anyone is still having this issue but I figured it out on my daughter's old Panasonic. You can find it by pressing: menu >picture> aspect adjustments> HDMI size. Once I selected size 2 it fixed the aspect ratio for ME3. Weird that you have to do it for this game...but it works!
