You kill maybe 500 of those 20k in a single pt, and even thats a stretch with all the angara with them.
Your forgetting the Oucasts have been at war with the Collective in the Badlands of Kadara for an unkown amount of time and who knows how died until Ryder pretty much ended it.
Not to mention the unkown amount of people that have probably been killed by the enviroment hazards on Eos, Kadara and Elaadan. As well as the people who died during the two doomed colonies on Eos.
Not that long. They had to drive the Kett out first. The collective was a relatively new entity and as Sloane said, only just really started getting organised as we came along.

This is morbid. Bring in more people to make sense we kill their numbers right.
