Exact numbers werent given for the revolt but assuming it even split in half and 3000 people exhiled and we've killed roughly 500 (which is a generous number, 1/4 kills of a full pt - consideing the amount of Kett, remnant and creatues we kill) there is still roughly 2500 outlaws floating around and that number increases as they recruit angara and also as people wake from cryo to find their family not on the nexus and go join them. Really its not as bad as it feels.
Also to have a viable breeding stock to keep a species going you need like 40 unqiue people woth no family ties to have enough genetic diversity- which is also not as much as you might think.
They'll be fine. The numbers are more than adequate.

Maybe Salarians can ramp it up quickly, but if humans take 15, Asari take longer than that, and Krogan just a little better than maintenance to begin with... if I kill 500 of them all each game, plus the damage the Kett do and they do to each other... they either need to spread the games and DLC out pretty far or it is going to be Lord of the Flies faster than you'd think.
