There are no game specific errors but many errors regarding the "Update Orchestrator Service".
This is a crucial service for Windows updates.
- Hit Windows key and X.
- Choose either “PowerShell (Administrator)” or “Command prompt (Administrator),” or "Windows Terminal (Administrator)", whichever option is offered.
- Inside PowerShell, CMD or Terminal enter (copy and paste) “cm” without quotes. > ENTER.
- If errors are found, notify us. If no errors were found repeat steps 1 & 2.
- Inside PowerShell, CMD or Terminal enter “DISM.exe /Online /Cleanup-image /Restorehealth” without quotes. > ENTER.
- The system will start validating soon. If it throws an error, please list it here.
- After it reaches 100% repeat steps 1 & 2.
- Inside PowerShell, CMD or Terminal enter “sfc /scannow” without quotes > ENTER.
- Post the message you receive at the end of the processes here.

When I press Windows+X, none of the options exactly as written above are shown. The closest option is "Terminal (Admin)", so I used that one.
When I type the cm command in the terminal, The following is displayed in red text:
cm : The term 'cm' is not recognized as the name of a cmdlet, function, script file, or operable program. Check the
spelling of the name, or if a path was included, verify that the path is correct and try again.

When I type DISM.exe /Online /Cleanup-image /Restorehealth and wait for the process to complete, the following is displayed:

[==========================100.0%==========================] The restore operation completed successfully.
The operation completed successfully.
After running these commands, the issue still remains. No change.

I have no idea how 'CM' ended up in my macro. Sorry about that — I should have checked it after pasting the macro in.
It was meant to be "DISM.exe /Online /Cleanup-image /Checkhealth"
Don't forget the last command in the list, sfc /scannow, it is the most important of the three.- Hit Windows key and X.

Thanks again for the reply. Since you mentioned Windows Updates could be affected, I manually checked for updates. There was one, so I updated. I also updated my Nvidia GPU driver just in case.
I ran the three commands in the terminal directly after trying and failing to launch the game.
The first two commands didn't show any errors, so I ran the sfc /scannow command. Here are the results:
Windows Resource Protection found corrupt files and successfully repaired them.
For online repairs, details are included in the CBS log file located at
windir\Logs\CBS\CBS.log. For example C:\Windows\Logs\CBS\CBS.log. For offline
repairs, details are included in the log file provided by the /OFFLOGFILE flag.I also confirmed the issue still persists after running the commands.

Is Steam still validating the game files at startup?
If not, validate them now after OS problems have been repaired.
Also:Press the Windows key > Write "CMD" (Without the quotation marks) > Right click on "Command prompt" in the search results. > Run as administrator.
- Copy "findstr /c:"[SR]" %windir%\Logs\CBS\CBS.log >"%userprofile%\Desktop\sfcdetails.txt" (Without the quotation marks) into the prompt of the command prompt. > ENTER.
- Upload the "sfcdetails.txt" that is now on your desktop.
