Multiplayer, No Weapons In Arsenal Pack
Bought 3 (or even 4) Arsenal Packs, no weapons found, only characters, why? N7 weapons are still on 2 when all other weapons are on 10. What to do to get more weapons?

I've been trying to get weapons for awhile now. No matter what I buy - prem specter or arsenal - I only get various rounds at level 4, but no weapons. I suspect they changed "chances" of obtaining weapons.
I'm struggling with the same problem right now. I haven't unlocked only 1 character and at least 4-5 weapons plus not all among the unlocked ones are maxed out so i buy arsenal packs all the time but I get only character customisations and ammo IV. :/
