I typed up a thoughtful list, then deleted it once this came to my mind.  In fact, I wouldn't say another thing about NG+ bugs if they did just this for NG+ games:

Ability to toggle a switch in the options called "NG+ Mark All Filler Fetch Quests Completed At Start"
