Yeah, I discussed about that a couple of days ago. It feels like even having your Outpost there won't underline your neutrality or independence from Sloane's tributary fees, given they explain that she condones your Outpost as long as she gets her share. That's why I think they 'forgot' to make you able to land on either places.
Or they were simply noobs and forgot that too. Get in line. ^_^
