Profitting from OC using parody. Copyright Infringement?

I was browsing another forums and noticed someone was selling parodied art work.This is the t-shirt being sold The image involved recognizable characters Legion and Tali from the Mass Effect series. I thought this might have been copyright infringement since the vendor is profiting from ideas under copy written law.

The fair use law is a touchy subject and I wasn't sure if the following link violates it or not.
