Resolution scale is particularly useful when your machine is at either end of the spectrum (rockin' rig or absolute toaster) and the standard settings are not enough to either get performance up to an acceptable level or to max out the eye candy aspect if you have a monster no holds barred rig.

With a mid level machine, setting res. scale to 100% and using the rest of the graphics settings to find the balance of pretty/performance is advised.
