Very Strange import button issue

After importing an ME1 file to ME2, I  select it in the relevant menu only to have the "import character" button not work.

I select the file I want, click the button, it It makes that chirping sound, and nothing happens.

I've reinstalled the game twice, once on steam and once on origin, and the same thing still happens, I than repaired the instillation on origin, as prescribed by the one other forum I could find on the subject, and the button still didn't work.

I have absolutely no Idea what to do about this can you help me.

Edit: I seem to have found a way around this by running the game as an administrator, I could have sworn I tried that already but whatever.
