Let's hook ourselves on the fact the ship had a prior crew which wasn't our own, whichever it was. Then, devs might even had forgotten or designed it badly *cough, cough*, but they now have a new excuse, pronto. Besides, we can't even say things like: Ah, the Normandy had this and that, because the Normandy also didn't have enough bunkers for everyone, including all those useless members, who wouldn't even go and see our name placed on the wall, damn senseless rabble! *pants angry*
But given we like to bash them around, *puuuuhohohoho*, the first idea that came in my mind – back when they were releasing images and video of the Tempest prior to launch – was I was seeing a Yatch presentation. It really felt like I was watching a business presentation to sell a yatch to a fussy old lady or a bland billionaire. I'm not sure if the Tempest was supposed to be a Pathfinder vehicle. It simply feels too luxurious and, well, vain.
That's why it needs an arcade on the cargo bay with classic pitfall, which we could play whenever we wanted!
Oh, yes, we were talking about bunkers! And lots of bunkers! Everywhere! No more sleeping on the floor, or on the plants, or laying on the sofa or on dynamite!
I will say what I said before the normandy had sleeper pods. There was even a codex entry on them to collect. They were pods that esentially 'slid into the walls.'
the tempest is a luxury yatch though with the Frality of a glass sculpture i still maintain that the ship makes little sense for a explorer its like sending 280 year old miranda when you have a Galaxy [normandy class blueprints] the tempest just screams please shoot me alien overlords because i have not the shields or the hull to take any real hits ... meanwhile the normandy is tanking hits like a boss :D

What's even worse? You can't see those windows from the outside. Or they don't match anything on the outside as windows. Most notably on your bedroom and the meeting room.

It's because they aren't windows. They're projection screens. You can see the hexagonal design when looking at them from an angle, the colony buildings on planets function the same way.

Those are windows if you listen to the tempest banter vetra and i think it was cora talk about this in regards to the tempest's lack of weapons

The Tempest was only designed for localized exploration of Heleus. And remember, the cluster was already predetermined to be suitable for life and theoretically safe (ignorantly not accounting for 600 something years of change, but we'll ignore that). So, it wasn't purposed for combat.
Additionally, someone mentioned the 4 beds probably wouldn't be used for hot-racking. I would disagree. The primary crew is cross trained, just like we were on subs. Even though you always see the crew when you're on board, that is so you can engage with them. Would it be "immersive" to have someone sleeping? That is totally up to the player (for example, it would break my immersion, because I wouldn't want to go wake someone just to have a conversation, but would need to have the conversation). So from a dev perspective, it makes sense for them to be awake when you're on board for the game to progress correctly. However, in big picture terms, Suvi and Kallo would never be asleep at the same time. Gil and Kallo would never be asleep at the same time. Just a couple of examples.
BUT, if you really want to get to the core answer, the racks are just a token representation of the sleeping quarters. It isn't meant to represent a one for one. Just like the colonies. If anyone thinks any of those colonies you setup can support tens of thousands from the Arks, you're smoking some serious weed (please pass it along). In fact, they couldn't even support 1000 colonists. But they are only meant to be a token representation. This isn't Skyrim or Witcher where every single person literally has a house, bed, campsite - something. Much smaller scale.

It's only eleven people, three of whom figured out their own lodging instead of sharing beds. Peebee took over an escape shuttle (her bed is inside, thanks to her issues). Jaal brought his own bed and took over the engineering lab. And Dracks seems like he just wants a room to sleep against a wall or something. Four bunkbeds and the captain's bed. Someone (or two) has to be awake to stand watch and keep the ship running. And with hot bunking (if they don't just take over a room to sleep on a couch or something) so eight or so people have to figure out how to share four beds. They probably only spend 7 to 8 hours in bed (maybe less with some technological assistance).
They probably have a few more people than the ship is technically laid out for, but it's not a big deal. People adapt and have lived in worse confines. I mean families used to share one bed in some cultures (especially the colder climates).
