I found him at the hotel I ended up accidentally leaving and when I went back in he was gone, same with alll the other guests in the hotel.

You will meet him again. Going back to the hotel, always visit it during the day...Sometimes he sit in the whirlpool and take a timeout....
The hotel guests generate at random. He will be back eventually.
I was lucky and he showed up in my game early on.
