    I've had this exact same problem on PC.  It seems that switching to any other car will allow you to damage Shaw and complete the mission.  I've had success with the BMW M3 and the Ferrari 488.  I've heard the Mercedes A AMG and the Nissan 180x work as well.

Product: Need for Speed Heat
Platform:Sony Playstation 4
Summarize your bug can't do damage to cops
What car were you using? Mustang gt 15
Was the car your own build or downloaded from the in-game community? Personal Build
What was the last event you played? Got your back
Was it a day or a night event? Night Event
How often does the bug occur? Every time (100%)
Steps: How can we find the bug ourselves? Use a mustang GT15 and try to damage the cops in night
What happens when the bug occurs? Nothing
What do you expect to see? The police cars taking damage
