GTX980 Ti, do my VRAM finishes on the game menu?

As title.
I have a GTX980 Ti SLI.

This game does not support SLI so shame on it but there is another big problem.
If I set the resolution to 4K, the games runs at a decent 30FPS but when I enter the game menu the FPS counter shows 2 or 3 and the menu became unresponsive.

I see that my VRAM is fullfilled up to 6GB, this happen on the game menu only.


Why?

    I have finded that the culprit it the "elaboration quality" settings.

    If I set it to ULTRA my framerate (in the settings menu) drop from normal framerate to 1-2FPS.

    What does this settings does?
