I finally found a real fix. It's because the game is trying to use Dolby Vision for HDR but Windows only supports Dolby Vision on certain licensed devices(mostly laptops). The same thing happens if you try to enable Dolby Vision in ME: Andromeda
I used Custom Resolution Utility, edited the CTA-861 extension block and removed the Dolby Video data block. This basically tells windows that your display doesn't support Dolby Vision. After a reboot the game is outputting in regular HDR10 now. Dolby Vision just doesn't work on PC anyways so nothing is really lost here and you can revert back to defaults with CRU too if support ever gets added.

@Junglist724I had tried absolutely everything I could find, I already use this utility. THANK YOU, SIR! Mine happened to be listed as “vendor specific video” but that did fix it!
I was able to get it to work with Heat by removing the Dolby Video string as well.
I wish this worked with Unbound. It just seems to do nothing when toggling on there.
I ended up installing NFS Heat on another computer connected to a non-Dolby Vision display, configuring settings to turn HDR off, then copying the "Documents\Need for Speed Heat\settings\PROFILEOPTIONS_profile" file to the PC that was connected to a Dolby Vision display.
Then I was able to configure the graphics as needed on the PC connected to the Dolby Vision display because HDR was already off.

But I haven't tested it in full screen yet, only in windowed mode, but for me, just being able to play and entertain myself is enough, even if it's not in full screen mode! It's been 1 hour and no unexpected shutdowns!
Since the step-by-step guide was a bit confusing, I'll break down in 4 steps what needs to be done to try to "solve" this BUG!
First Step:
Right-click on the desktop and then go to "Display Settings". Once there, click on the option called "Advanced Scaling Settings" and disable the option that allows Windows to "correct" applications so that they are not blurry!
Second Step:
Open the game, temporarily in windowed mode. To do this, open an explorer window and open the game, quickly switch to the explorer screen and hold the mouse over the open window to "force" the game to finish its startup in windowed mode. Once open, go to the game, go to options, graphics tab and disable HDR.
Third Step:
Go to this website "https://encurtador.com.br/S1GhG" and download CRU to "force" your Windows to ignore the existence of HDR on your video card. Don't worry, this won't damage it, it will just make Windows not run anything on your computer, assuming that your card may or may not have HDR.
To do this, open CRU, go to the third block, where it says "Extension Blocks". There you will find an item in the list called "CTA-861". Click on it and then Delete, press okay! After that, run the "restart.exe" file that is in the same folder you downloaded, your video driver will be restarted, if for some reason the video comes back with a bug, don't worry, you can easily reverse it by pressing F8 after restarting, but as I said, this does not damage the card or its functions, so this supposed bug I mentioned may only apply to older cards (my guess)!
Fourth Step: (optional):
Run the game again, online or normal mode, and leave it in windowed mode, you can even resize it, I discovered that HDR is for some reason activating itself in full screen mode! Is it true? I don't know, but even with everything I did, in full screen mode the game closed at random times, but in windowed mode, I still haven't had any problems!
But I'll keep the topic open, so that someone else can point out an idea for an effective solution, after all my method is nothing more than a functional "workaround".

Como o passo a passo estava um pouco confuso, vou deixar aqui em 4 etapas o que deve ser feito para tentar "resolver" este BUG!
Primeira Etapa:
Clique com o botão direito na área de trabalho e depois vá em "Configurações de Exibição", uma vez lá, clique na opção chamada "Configurações de Escala Avançada" e desative a opção que permite que o Windows "corrija" os aplicativos para que não fiquem desfocados!
Segunda Etapa:
Abra o jogo, em modo janela provisóriamente, para fazer isso, abra uma janela do explorer e abra o jogo, mude rapidamente para a tela do explorer e segure com o mouse sobre a janela aberta para "forçar" que o jogo conclua sua inicialização em modo janela. Quando aberto, vá para o jogo, vá em opções, guia gráficos e desative o HDR.Terceira Etapa:
Vá até este site "https://encurtador.com.br/S1GhG" e efetue o download do CRU para "forçar" seu windows a ignorar a existencia do HDR da sua placa de vídeo, fique calmo, isso não vai danificar ela, vai apenas fazer com que o Windows não execute nada no seu computador imaginando que sua placa possa ou não ter HDR.
Para fazer isso, abra o CRU, vá no terceiro bloco, onde diz "Extension Blocks" lá você vai localizar um item na lista de nome "CTA-861" clique sobre ele e então em Delete, aperte okay! Depois disso, execute o arquivo "restart.exe" que esta na mesma pasta que baixou, seu driver de vídeo será reinicializado, se o vídeo por algum motivo voltar com algum bug, calma, pode reverter isso fácilmente apertando F8 após o reinicio, mas como disse, isso não danifica a placa ou suas funções, logo esse suposto bug que citei, talvez, só se aplique a placas mais antigas (congectura de minha parte)!
Quarta Etapa: (opcional):
Execute novamente o jogo, modo online ou normal, e deixe ele em modo janela, pode até redimensionar ela, descobri que o HDR esta por algum motivo, se ativando por conta própria em modo de tela cheia! É fato? Não sei, mas mesmo com tudo isso que fiz, em modo tela cheia o jogo em momentos aleatórios fechou, já em modo janela, ainda não tive problemas!Mas sigo com o tópico aberto, afim que outro aponte uma idéia de solução efetiva, afinal meu método, nada mais é do que uma "gambiarra" funcional.
